Cedec is a center for research, reflection and action. As a non-profit and economic civil association, it brings together distinguished intellectuals and researchers in terms of training and theoretical and party-political positions.

Founded in 1976, headquartered in São Paulo, Cedec is dedicated to the study of problems in the Brazilian reality in its local and international dimensions and to its vocation as a plural space for debates.

In both cases, the focus is on some central themes: rights and social justice, the constitution and consolidation of citizenship, democratic institutions and practices, public policies seen from the perspective of their public character, international relations and integration. regional. Its activities include research projects, consultancy, seminars, meetings and workshops, a line of publications in which the Lua Nova magazine stands out, and the promotion of events in conjunction with cultural foundations, public bodies such as the Latin America Memorial, and and universities such as USP, with which it maintains a cooperation agreement.

The development of this set of activities according to its original commitments to citizenship, democracy and the public sphere gives Cedec an institutional profile that qualifies it as an interlocutor of multiple segments of society, of public administration sectors at all levels, of parliamentarians and political leaders, the academic world and the scientific community.

Law and Human Rights

The nucleus carries out research, training and dissemination activities on the relationships between norms, institutions and legal practices, both in the judicial system and in other instances or spaces of society. Research on human rights focuses on the relationships between changes in the international order and the challenges for their realization at the global, regional and, with particular emphasis, in Brazil. It accompanies and criticizes the attacks on the democratic rule of law and the actions of the federal government that aim to deconstruct and dismantle human rights policies and other social policies, supporting demonstrations, complaints and other forms of resistance to them.

Politics and bureaucracy in neoliberal authoritarian capitalism

This nucleus would aim to develop theoretical studies regarding the tensions between politics and bureaucracy in the authoritarian stage of neoliberal capitalism, discussing not only new configurations of these relationships in contexts of democratic crisis, with the emergence of neo-fascist governments, but also the theme of new forms of political legitimacy. . Empirical research, initially referring to Brazil, would involve the relationship between economic bureaucracy (organs such as the Central Bank, Treasury, CADE) and judicial (Judiciary and Public Ministry, including their political-corporate associations) and their confrontations (or alliances) with the actors involved. elected. Subsequently, such surveys would be expanded for comparison with other countries.

Public Policy Center

The Public Policy Center brings together researchers interested in understanding the dynamics of public policies in the most diverse areas such as health, education, gender and sexuality, public security, work and income, among others. To this end, it carries out studies that deal with the analysis of programs, projects and policies developed within the State, as well as develop investigations that collaborate for the elaboration, implementation, monitoring and evaluation of public policies. The nucleus also produces research on the relationship between public institutions, private institutions and civil society, especially on issues related to economic dynamics and state regulation.

International relations

We propose to understand the processes of construction and contestation of the international order based on the clash between social, political and economic forces that are articulated at the national and global levels. We will adopt as a starting point the studies on the constitution of networks and coalitions between the elites of civil society and the State that connect globally from the United States. Our objective is to analyze the liberal international order as a product of a hegemonic project built by global elites in permanent contestation by counter-hegemonic social forces.

Brazilian Political Theory and Thought

The nucleus is dedicated to reflection on politics both in a more abstract dimension, normally associated with Political Theory, and in a perspective related more specifically to the Brazilian experience, which is commonly called Brazilian Political Thought. More than taking the division for granted, it seeks to problematize the relationship between Theory and Brazilian Political Thought. To this end, it privileges certain issues, especially “democracy”. Such a point of view is suggested because most Brazilian studies on politics have developed, since the 1960s, with a dual concern, analytical and normative, with democracy. More directly, current challenges lead to a review of what had become true commonplaces about how democracy works and what it is.
